Arizona state won’t buy Bitcoin

HB 2324 will head to the Governor’s Governor after House voting and first establishes American: State Bitcoin Reserve funded exclusively by forfeited digital assets

The Arizonian House of the Representatives went through House Bill 2324 on Tuesday Approval Legislation to create the first bitcoin reserve in the United States funded exclusively through confiscated digital assets. Voting 34-22, with four members who did not vote, sends a bill to Governor Katie Hobbs, who now has five working days to sign or veto her.

If stated, the measures would stand up to Arizon as a national pioneer different from New Hampshire and Texaswho recently approved his own bitcoins reserves at state level using public funds. The Arizonian version, on the other hand draw exclusively on digital assets forfeited in the investigation of a crimeWhich makes him the first bitcoin reserve “seized” seized countries in the country.

No exposure to taxpayers

Within the HB 2324, the first $ 300,000 of each digital asset would go to the office of the General Prosecutor in Arizona. The rest would be divided: 50% on AG, 25% on the general fund of the state and 25% into the newly created bitcoin reservea framework explicitly defined in legislation.

The reserve must be held in the state approved, secured digital wallet. Although the bill does not report annual audits, it limits how the assets can be disposed of.

Any sale or transfer of bitcoins must occur through the “state of approved cryptocurrency or other secure platforms”, according to the text of the law. However, there is no explicit requirement for legislative or executive consent to liquidation.

Tuesday’s vote came five days after the Arizonian Senate closely approved measures 16-14. With what is now provided by the parallel of the house, the bill proceeds to Gov. Hobbs, who must act by July 1.

Setting Precedens

The bill makes Arizon the third US state to allow a bitcoin reserve but the first to do so Without any taxpayers’ expenses.

State Reserve Position Funding source
New Hampshire Up to 5% of the cash register funds to BTC/mega-Caps Enanced (May 6, 2025) General cash register funds
Texas Strategic bitcoin reserve of $ 10 million Signed by the law (22nd June) Appropriation
Arizona Bitcoin reserve for forfeiture Passed through the house and the Senate Only confiscated a crypto

While the account triggered strong Republican support, it also gained attention from groups of policies focused on crypto.

For fiscal conservatives, this model is attractive as a way to build hard reservations isolated from inflation and federal fiscal risks. For a crypt, the defense counsel means another milestone in the normalization of bitcoins as a strategic public asset, similar to gold.

Does Hobbs sign?

Governor Katie Hobbs did not indicate whether he plans to sign or veto HB 2324. In May, she rejected Wider bitcoin reserve funded by taxpayers (SB 1025), which calls it “premature” and increases concerns about the risk of custody.

Later in the same month, however, signed HB 2749 and entitled Arizona to hold an unsolicited digital property, including a crypt, indicating a potentially softer attitude unless the state directly adds resources.

Senator Wendy Rogers, a loud supporter of the bill, emphasized the importance of integrating bitcoins into the Arizona financial strategy and advocated measures that strengthen the fiscal position of the state without increasing taxes.

The Arizona law imposes five working days to the Governor, except for Sunday to act on the bill once it is handed over. If no measures are taken within 1 July, HB 2324 automatically becomes law.

What comes next

If the bill is adopted, the state will complete its binding frame before starting deposits. Although no official timeline has been announced, the first contributions of the confiscated crypt could begin at the end of 2025 depending on the implementation of regulatory implementation and forfeiture.

Several other states examine similar ideas. Formal Bitcoin-Reserve Bills They have already been submitted in Missouri (HB 1217), Wyoming (HB 0201) and Oklahoma (HB 1203), although no one has been signed in the law.

For the time being, Arizona is ready to become the first US state to build a sovereign bitcoin reserve funded exclusively by confiscated digital assets, not taxpayers. That would be a legal and symbolic shift from models seen in New Hampshire and Texas.
